Detailed Scheme guidelines on Financing to cold storage units / Cold chain Management are as under:

Eligibility

  • Individual / Proprietorship / partnership concerns (including limited liability partnerships) / private limited companies/Public limited companies FPOs/SHGs/Cooperatives, etc. engaged in the activity.

Purpose

  • Construction of new Cold Storage, other cold chain infrastructure such as pack house, integrated pack house, refer vans, Bulk cooling units, quick freezer units, chilling/ freezing infrastructure etc.
  • Repairs/Renovation /purchase of existing Cold Storage.
  • Purchase & installation or replacement of machineries/DG sets etc.
  • Development of ancillary/supporting infrastructure like parking sheds internal roads, garbage disposal arrangements, boundary wall, drinking water facility etc.
  • Working capital requirements for recurring expenditure to run the business.

Nature of facilities

  • Term Loan for construction of Cold Storage, repairs/renovation / purchase of cold storage and takeover of units.
  • Working Capital for Day to day needs to run the business & for on lending to farmers
  • Non Fund based: BG/LG (for bulk electricity connection / purchase of equipment etc).

Extent of loan

Limits: No minimum and No maximum loan for working capital and term loans.

For repairs / renovation of cold storage and replacement of machineries / DG sets, etc. – 50% of the term loan repaid subject to maximum of Rs.50.00 lakhs and ensure end use of funds.

Margin

For Term loans:

  • 35% for civil construction
  • 25% for other costs.

For Cash Credit limits:

  • 25%

Processing charges

50% concession in applicable processing charges plus applicable GST for Fund based (i.e., term loans, Cash Credit) and Non Fund based limits.

Documentation,inspection & other charges

As applicable as per IC No.3454-2022 dated 25.07.2022.

Credit rating norms

As per Bank’s loan policy. Hurdle ratings /investment grades are to be followed.

Security

Primary Security: Hypothecation of assets created out of bank finance / EM of land and building of the cold storage unit

Collateral Security: Mortgage of SARFAESI compatible land and building exclusive of plant & machinery-

  • Loans shall be backed by immovable primary and collateral security of 150% where in Land and Building alone to be considered.
  • In case of leased units, lease shall be registered till the loan period and exclusive collaterals of 150% of loan amount shall be obtained. Which are SARFAESI Compliant apart from primary security.
  • CGTMSE: CGTSME cover is to be obtained wherever applicable and applicable guidelines of collateral for CGTMSE scheme are to be followed. Credit guarantee fees are to be borne by the borrower.

Guarantee

  • Personal guarantee of promoter directors, directors, partners, proprietor of firms / company having sufficient means and all of the Mortgagers of the primary /collateral security

Repayment

  • Term Loan – Maximum 120 months including moratorium period of 18 months in line with NHB guidelines
  • Working Capital/STOP for Day to day needs to run the business-12 months
  • Bulk finance to cold storage owners for on lending – maximum 9 months
